Yet many OEM and Tier 1 procurement teams still treat international sourcing like a directory search: send a drawing to an intermediary, collect three prices, choose the cheapest offer, and assume the factory will somehow solve the engineering, quality, and logistics details afterward.

That approach works until it does not. Then the hidden costs arrive as dimensional failures, rejected containers, emergency freight, production downtime, tooling changes, and customer complaints.

Engineering-driven sourcing starts from a different premise. The part, process, supplier, quality system, and landed-cost model must fit together before the purchase order is released. A broker’s natural incentive is to move the transaction forward. The faster a quote becomes an order, the faster the intermediary earns revenue.

That does not automatically make every broker unreliable. Brokers can be useful for simple, low-risk commodities with clear specifications and many interchangeable sources. But complex components do not fail because nobody found a factory. They fail because nobody verified whether the factory was technically capable of producing the part consistently.

This front-end review often exposes problems that a transactional intermediary will miss. A tolerance may be unnecessarily tight for the selected process. A casting design may create porosity or distortion risk. A machined feature may require a different datum strategy. A plastic component may need a resin change or mold-flow review before tooling.

A supplier that quotes the drawing without challenging these issues may appear responsive. In reality, it may be transferring unresolved engineering risk directly into production.

  1. Pre-audit review: Evaluate equipment, certifications, QMS documentation, capacity, financial stability, and relevant program experience.
  2. On-site capability audit: Verify the actual machines, inspection equipment, material controls, work instructions, and production flow.
  3. Process and quality review: Examine control plans, nonconformance records, calibration systems, traceability, and corrective-action history.
  4. Sample or first-article production: Confirm that the supplier can convert the print into a conforming part.
  5. Production monitoring: Track quality, delivery, responsiveness, and corrective-action closure throughout the program.

The shops that treat supplier qualification as a one-time approval are the same shops that get surprised by capacity shortfalls and recurring defects, whereas the shops that treat qualification as a living control system are the ones that maintain predictable performance as volumes, personnel, and market conditions change.

A brokerage model often leaves these questions unclear because responsibility is divided between the buyer, intermediary, and undisclosed manufacturing source. An engineering-driven model assigns ownership before the first production run.

Dimensional Verification Protects the Entire Supply Chain

A part that fails at incoming inspection has already consumed money. The tooling, material, labor, freight, customs processing, receiving labor, and production planning have already been paid for.

That is why dimensional verification must happen before shipment, not only after the container reaches the customer.

A factory self-inspection can be useful, but it should not be the only control on a high-consequence program. Independent or buyer-directed verification provides evidence that the parts meet the print before they are loaded, shipped, and released into production.

The companies that rely on a supplier’s certificate as proof of quality are the same companies that end up sorting parts at their own dock, whereas the companies that verify critical dimensions upstream are the ones that protect line uptime and customer commitments.

The correct question is not, “Who has the lowest price?”

It is, “Which supplier and process deliver the lowest defensible total cost over the life of the program?”

When Brokerage May Be Acceptable

Engineering-driven sourcing is not necessary for every washer, standard bolt, or low-risk commodity purchase. Brokerage may be acceptable when:

The more complex the part, the more expensive the quality escape, and the longer the supply relationship, the less sense it makes to separate commercial sourcing from engineering control.
